The Accessibility Team within Essex County Council is carrying out a review, led by Rachael Price from ECC, of the Epping Forest District to assess the needs of the residents with the aim of introducing changes to the passenger transport network. The review will be run as a Task and Finish Panel of One Epping Forest and will aim to;

  • increase levels of access to key services,
  • increase customer satisfaction and;
  • increase passenger numbers travelling by sustainable transport.

The review will allow ECC to consider the network as a whole and reassess how individual services interconnect with one another.  The assessment will consider routes, timetables and resources to ensure a better co-ordination with the commercial network and the provision of home to school transport.  Priorities for review will be to meet the stated Minimum Service Levels in the Road Passenger Transport Strategy and to ensure that individuals can access key facilities. Consideration has also been given to access to food shopping, healthcare, education and employment.

The main focus of the review will be on those parishes where the level of service does not currently meet the Minimum Service Levels. We are undertaking on-bus surveys, attending Parish events and Parish Council meetings, undertaking surveys on the Library Bus and producing and article for Parish magazines.

It is important to stress there is no substantial additional funding available.  Any enhancements to the public transport network will be funded through efficiency savings across the wider transport budget for the area.

In addition to the review The Epping Forest Transport Task and Finish Group is being formed to investigate the wider public transport provision, bus, rail, underground, taxi and community transport services.  The group will meet every two months for a year.  It would consider issues such as the needs of local communities, the integration of bus and rail services across the district and issues such as safety, crime, cleanliness and needs of the disabled.  It would also investigate the effectiveness of information provided. 

As part of the review consultation will be carried out by a variety of means:-

  • On line consultation is live on our web site from April 1st 2010
  • Face to face consultation will be carried on selected library buses in June and July
  • On bus surveys on selected services under contract to ECC will be carried out between September 13th and October 22nd.

The results of the online survey will be available to view from July 30th 2010.  All the initial consultation will be completed by October 31st 2010 and proposed outcomes will bereported on this websitein late autumn. Changes are scheduled to be implemented by September 2011.
